1 Samuel 13:8-10
8 He waited seven days, the time set by Samuel; but Samuel did not come to Gilgal, and Saul’s men began to scatter. 9 So he said, “Bring me the burnt offering and the fellowship offerings.” And Saul offered up the burnt offering. 10 Just as he finished making the offering, Samuel arrived, and Saul went out to greet him.

Samuel had told Saul to wait at Gilgal for him to come and offer offerings and tell him what to do (1 Sam 10:8) – but with the warning that he would have to wait for him for seven days. When it came to it, however, Saul didn’t quite have the courage to hang on and took the decision to make the sacrifices himself. The situation was tense, and he felt the need to take action. Saul’s taking things into his own hands, rather than in God’s hands, would have consequences as the rest of this chapter and indeed book made clear.
